EU Cyber Shield and NSCPD

If citizens are not able to reliably distinguish between lies and truth because of the massive spread of disinformation and manipulation, this threatens democratic principles, trust in the state and political stability. To protect the state, its legitimacy and sovereignty in cyberspace, it is essential to establish a National Security Center for the Protection of Democracy (NSCPD) in each Member State, linked to the European Coordination Center ESCPD. The centre will bring together national cyber and security capabilities and coordinate prevention and response to hybrid threats.

NSCPD’s primary mission is to protect the trust of citizens, democracy and government institutions from hybrid attacks that penetrate mobile devices, social networks and households. Its activities include data collection and verification, analytical work and prevention of disinformation through modern digital technologies. The strategic security of digital statehood thus enables the maintenance of stable and legitimate institutions, preserving the trust of citizens and ensuring the long-term prosperity of society.
