The book EU Cyber Re-Armament Plan draws attention to a fundamental transformation of the security environment. Politicians must realize that it is necessary to protect the state in cyberspace as well, and that its defense can no longer be based solely on traditional military tools. Investment in protection against hybrid threats must be comparable to the resources spent on physical security, because the cyber armies of foreign states directly threaten digital statehood, sovereignty, national authority, and legitimacy. At the same time, they attack the most vulnerable element of member states’ stability—citizens’ trust in their own state. Europe today faces a hybrid war that combines cyber operations, digital manipulation, information campaigns, and psychological attacks targeting democratic institutions and citizens. Without the immediate activation of the EU Cyber Re-Armament Plan, which is designed to coordinate defense capabilities, prevention, and response to hybrid threats, it is impossible to ensure effective protection and security stability on the continent. This plan is a key tool for strengthening the resilience of member states, protecting democratic processes, and ensuring the safety of citizens in a rapidly changing digital environment.
